Depending on your cashier, they will let you stack coupons or even better let you use the $3.50 off $10 if it's a little less than $10.
Have you ever had them deny you a discount because you didn't have the actual coupon? It hadn't happened to me before today... but the cashier had it in her hand and said because I didn't have it, I couldn't use it! I was upset :(

I've never had that encounter where they denied me of my coupon. As for NYX, yes, it's a pretty small display and can be easily missed. I was going to pick up a couple eyeshadows, but they didn't have the ones I was looking for, which is good, because my wallet was happy.
The closest thing we have to an ULTA is Sally's. Keep me posted, though.
As for Ulta, how can I get the mailing so I can bring it in-store? I know there is printing it off of their ad, but it sometimes is much too blurry.
